  • another summary of textbook~

Summary: (the underline part is what I view as core of each chapter.)

The lobbyists and economists working for Wall Street and big corporations say that the problem of 2008 financial crisis is most Americans have lived beyond their means and must now endure the painful adjustment of living within them. However, Robert, a Chancellor’s Professor of Public policy at the Richard and Rhoda Goldman School of Public policy at the University of California, seem the true reason is middle level people didn’t receive enough means they are supposed to receive, which leads to less purchasing power of the whole society to support the economy and deeper and deeper debt. At the end, when debt bubble burst, the game is over.

In America, middle level occupy largest population while gets increasingly less share of the nation’s total income. The rich people get most while they didn’t spend as much as they earned. Instead of spend and create new working opportunity, they’d like to reinvest savings with higher return. Thus, in general, the purchasing power has been cut down.

To solve the problem and the aftershock, there are two ways based on skewed fundamentals of America economy. The first one is deepening discontent, and the second one is fundamental social and economy reform. And Robert said, the second one is definitely the answer.

    Content:

The chairman of Federal Reserve Board, Mariner Eccles trusted the same opinion that widening inequality is the main culprit and used easing policy to help steer the economy during 1930-1950 depression. History does not repeat itself, but it sometimes rhymes. Just like a pendulum or more exactly, a spiral. Coincidentally, the depression in 1930s has three parallels with the one in 2008. The first one is the distribution of income got too far out of whack. These two periods both occupy the peaks of top 1 percent share of total income. The second one is when middle class’ real wage is flat or dropping, the only way they did to keep on buying is by going deep in debt. The third parallel is rich Americans used their soaring incomes and access to credit to speculate in a limited range of assets, but not stimulated economy.

Some classical economists viewed increasing unemployment as moral failing. Worker didn’t work as hard as before and thus they should receive lower wage. However, the limit of minimum wage policy make employers could do nothing but fire workers. However, the author put out an example of Ford’s higher salary which didn’t cut down income, but in the contract, doubled the profit, to refute classical economists point. What’s more, he mention how parsimony Buffett is, and refute Buffett’s point that it is meaningless to others when he can hire thousands people to paint his pic by multiplier effect and provide the explanation of how concentrated income at the top hurts the economy. Because high percentage of the Street’s ambassador prior successful bailout of the financial center, policymakers instinctively believe that Wall Street is the crucial center of the economy and obsess about the financial economy instead of the real one. High tax rate of high-income taxpayer didn’t hurt economy during the Great Prosperity. After the Great Prosperity, the productivity kept increasing while the middle class people income remained same due to globalization or automation, and indeed too low payment. The government increase cost of public education, reduce job training, cut public transportation, and other opposite action to enforce the basic bargain, and the loss of generational memory made the public accept all they did.

The author deems China will not save this situation, because China is oriented towards production which brings meanings and purpose to Chinese economy while America towards consumption, it is only a wish that manufactures will be resurrected to America when China is strong enough and lost its low cost advantages. And there is no return to normal.

After one and a half year, the Wall Street comes back, but the manufacture didn’t and the public feel duped, starting its resentment.

The only way to reverse is reformation. Robert gave several methods to remedy. First, a reverse income tax, a reemployment system instead of unemployment system, school vouchers based on family income, college loans linked into subsequent earnings, Medicare for all, public goods and money out of politics.

Here is exactly what I thought about of the points in this book.

First, the author believes the foreigners push local people out of market and strongly resists immigration. I think the outsiders only affect low-income group, but not middle class. With relative mature social security system, millions of unemployed men have been leading an easy life here while the CEO and CFO are barely Asian or Latinos.

Second, I like the example of Ford and a definition for “wealthy”. “Wealthy is any income at least $100 more a year than the income of one’s wife’s sister’s husband.” This is interesting and revealing the truth. People sometimes are stupid to be affected by other rather than the real situation of themselves. And I will remember it as for future reference.

At last, this whole story based on American an olive shape economy structure may not work for our Chinese pyramid structure. However, from the angle of macro economy, it is a masterpiece.
